The bearings and races are probably seating themselves. The need to adjust it should go away.

Be a little careful when you tighten those heads, there is a limit.

I've recently learned a steering head tightening procedure I didn't know:
The manual for my new bike says that you have to tighten the bottom nut to something like 40 Nm. You then undo that nut and proceed to re-tighten down again gently and gradually until no play is evident when you grab the bottom of the forks and pull to and fro. Once this is achieved tighten top lock nut while holding tha adjusting nut steady. Apparently this is to settle the head bearings in their seating. This is of course easier said than done. For example on my new bike you need two spanners, one of them with a built-in square drive to engage with the torque spanner, although it seems you can manage it without them as long as you apply common sense in that first tightening down procedure.
