200cc 163 FML ignition problems

Hi i have a zongshen 163 fml 200cc engine and i have a ignition or some other problem. Engine starts but idle is high, dosent want to rev and spits fire like a dragon. Engine was torn down bcs it had water in it. I have checked cam gear marks valves, new wiring, new pick up trigger, and a few different carb. Tdc lines up with the correct marks.
Looked with a strobe light and it fires on the || marks. Switched the trigger wires on the cdi then it fires on the F mark but bearly starts and dosent rev at all. Took the flywheel stopper thingy that sets the flywheel on the crankshaft and rotated the flywheel to mess with timing. Got it a bit better when trigger wires reversed but still same problem no revs. My logic says that for some reason the ign timing is too advanced but that is non adjustable without tomfoolery and the problem must be something else. While assembeling the engine maybe i put something in wrong? Altough its a simple engine cant really go wrong a lot. Any ideas to try or diagnose would be a huge help.

First check your valve lash. That's not your problem but do it anyway.

Next pull the carb off and check the throttle slide for free movement. It sounds like you have the slide stuck part way open so you are at high idle and no control over the throttle. That often happens when the tip of the throttle cable is not properly seated in its recess and the cable in its grove.

Also make sure your throttle cable is moving freely.
