Replacing voltage regulators

Hello everyone, thanks for allowing me to join. I'm new at this so excuse me if I mess up.
I have a Trailmaster 150cc Scooter and I am replacing batteries every two months. I have been told the voltage regulator is overcharging the battery.
Bought a new regulator and when hooked up, it blows the 15A battery fuse? Is that the correct fuse and if so, why would a new regulator blow the fuse?
Hope I have done this correctly.
