carb adjustment on hi bird 250cc

i adjusted the carb on my 250cc,put in a cone filter, it has the same carb( mikuni pz30)

so i adjusted the clip and un screwed the
("what's the name of that screw again")

just turned it out a little ..
but i notice no difference

also both ways (stock or adjusted) The idle starts out really low and as it warms up the idle will increase.

anyone know why?Ive adjusted the idlescrew out so it runs a little faster but at first ineed to feather the throttle to keep it running .
