what does this pipe do?
coming off the exhaust and running up to the area under the tank? some kind of emissions gear?

Remove and blank off

Ok then an angle grinder cut it off n weld a washer in place to blank it off

On the TBR7 it's an air "injection" system that lets fresh air into the pipe to help burn off hydrocarbons as they enter the catalytic converter. All it consists of is a one way valve that works off of exhaust pulses. The other end literally goes nowhere, not to the airbox or intake manifold, just a filter up under the tank. Feel free to cut it off and patch/weld the hole. Or do the smart thing and get an aftermarket exhaust.
