It looks like the air injection tube for the emissions stuff. Most people remove the air injection system and make a steel plate to block it off.

You're over thinking this. Order the one for the GY6. Bolts center to center should be around 30-31mm. if you want to check for fit. Personally I would just cut one out of a piece of 1/8" plate steel or aluminum and some gasket material.
Nice one on Amazon. Slotted so should fit. https://www.amazon.com/NCY-EGR-Block.../dp/B01M1NL97F

Make a template out of some cereal box cardboard. Get some 1/8" steel at the local hardware store or scrap metal place (cheap). Trace template, drill holes, and cut shape. Either pick up a new gasket, or make your own. Done.

That said, for $7, it's hard to pass up simply ordering, waiting, and installing. Depending on where you can get the steel from, you might save a few bucks if you have the tools to make your own.

I remember seeing a video on the tube. The bracket that mounts the valve (to the frame) or whatever that the hose goes to is actually a block off plate for removing that crap. Seems our Chinese brethren KNEW we would want to remove it. Let me see if I can find the video.

I can't find the video again in the hundreds I have watched, LOL. But basically that line / hose comes off the engine and runs up to some kind of diaphram valve that is attached to the frame with a bracket. That bracket in this guys video was actually a block off plate. I found it pretty cool. Wish I could find the dang video. I believe it was on a Tao HellCat, could've been a Vader too.
