CB250 - Timing, spark plug, and oil

It's late and I can't seem to think straight on this:

Zong 250: Timing marks on the flywheel to set the cam from scratch. There are two, in the pic the right one is TDC and the left is I suppose an advance mark. Do we set the cam straight up and to the flywheel TDC mark or to the advance mark?

Spark plugs: The spark plug cap on these is a resistor type already so I believe we use a non resister type spark plug such as the D8EA and not the D8EA-R (resister type) correct?

Oil capacity: what should the total oil capacity be since I'm told the dip stick is unreliable for a proper reading.
