JCL Motorcycles
I dont know much about them but my dealer gave me some information on JCL. They have a nice looking 250 "enduro" I have tried and tried to get information from them but they havent responded. Maybe you'll have better luck.

i own a komoto 250, top speed is 70. there impossible to fine new now though. wild fire has a sweet water cooled 250 dual sport though. http://www.wildfiremotors.com//index...mart&Itemid=75

I've got a Marshin, it's a knock off of a Honda CRF 230
It'll run about 65-70mph stock, and has all th elights, turn signals, horn mirrors excetra, just not DOT tires.... Suspensions is a little on the weak side, but otherwise has held up pretty good for me. http://www.blueridgeimports.com/

my 2 cents..... $2300 - $3649 is a lot for these bikes.....I would get a good Used Big 4 bike for that...
