Hawk 250 Extra little rubber plugs ??

I just finished assembling one of 2 Hawk 250s. I’m very excited, and it was a really fun project.
I think I have it all together correctly, but I do have a few parts left over.
Does anyone know what these little black rubber plugs are for?
Are they plugs to go on the gas cap when you don’t put the vent tube on?

Head light mounting bracket they slide on for fitment.
