Zong 250 flywheel question

So I had to get a new sprag clutch and as I'm putting it together I believe there is suppose to be the washer in the picture used to space the flywheel and sprag clutch assembly. What I notice is that with it in place the sprag clutch teeth only ride on the first 1/4" (if that) of the flywheel shaft which mean that only a quarter to half of the sprag teethes width is actually engaging the flywheel shaft.


My question, does anyone else have this washer installed or know if it suppose to be in place?

AJP do a manual
Best look at RX3 threads n find the manual etc
