Hawk 250 Whiskey Throttle?

Does the Hawk 250 have what they call "Whiskey throttle"? I would assume that, that is incorrect as it is only a 250. Is this statement true?
Please explain why or why not.

Yes it does ,but it's up to the rider to control it or not
