I think the headline of the article is a good summary.
Our emissions standards prevent a lot of vehicles from being sold here. The EPA is making an example of these two companies.

It's all bull shat. I know Trump is limiting the EPA. How will that affect CB imports and sales? I hope they go up if he doesn't stick a bunch of fees on them.

Fines like these are the reason that Genuine has not begun sales of their 400cc motorcycle in the states. They want to get the emissions completely sorted so they will not suffer fines like these.

That bike is (was?) EPA certified for 2016. It is under Shineray's brand name. I wonder if the EPA pulled a sample for additional testing at whatever port the bikes came in (I am guessing Port of L.A.)?
