Just wanted let everyone know that I recently registers my lifan 200gy5 in pa and its a piece of cake.
Simply take your proof of insurance, mco, and a rubbing of the vin(unless you would rather bring the bike). I was in and out in less than 30 minutes with my plates. I wouldn't recomend the dmv. It's just so much easier to spend the 40 dollars at a title and tag place
