Welcome Jimmy! Weather is probably getting good in LA for biking now.
Spring is always best in the MidWest... the weeds and brush is minimized and no fleas/ticks (especially nice)!  The answer(s) depend on... What's your preferred budget? Do you want a carburetor or EFI? Adjustable suspension important? How about wheels? Do they need to be full sized (21" front wheel, for instance)? How beefy does the swingarm need to be? How about seat height? Lots of experience on this website to assist! There are many many naturally aspired choices, and just a few EFI equipped models. Prices this Spring for full sized streetable dirt bikes range from ~$1500 to $3100, plus shipping
