What is this weird carburetor?

This carb LOOKS like it has an integrated accelerator pump, but it doesn't actually pump any gasoline on twisting the throttle. So, what's the point of all the external tubes and the vacuum cylinder?

I believe that is a vacuum shut-off valve, only lets fuel thru when the engine is turning and creating vacuum

Some carbs use a thing like that to keep them from popping on deacceleration.

Thanks for the replies.

Air shutoff is disappointing. I'd much rather have a vacuum-operated accelerator pump that didn't need a split cable.
