Gy6 egr vs non-egr camshaft question

I tried to install a non-egr A9 camshaft to an 150 cc egr GY6 engine. the lobe height is not high enough. I verified the cam and it was correct. I suspect the egr head has a lower ratio rocker arm. I was wondering if i can change the cylinder head and rocker assembly to a non-egr. Also, I may want to install an 165cc or a 172cc big bore kit. Any help would be appreciated.

I put the A9 cam in it and it runs to about 45 mph. The cam lobe is not high enough. Tortoise - the specs for the cam makes sense now. it's gotta be the rocker arms
