Is the CDI right type (250 twin needs the 1.5uf capacitor model | Generic chonda thumper = 1uf cap )? Source coil's voltage output within limit (old chinese bike often F***ed, so there's "DC-cdi" <some thingy that turns 12v to AC 200v > for quick fix )? Carb's type ? http://chinariders.net/showthread.php?t=14439&page=3 | Trigger gap (~0.5mm) ...

I have found many times that even though the plug will fire out side the cylinder, it does not work inside. I have found that several times that just changing the plugs on my kids 110cc tao tao have made it run well.. not sure of more, just is that.

Tuned the carb?
These chonda twin was popular at pre "gashol" days in it's motherland, Dealer may receive the wrong shipment. So i always ask what's the type of those carb -Keihin / Mikuni? -Slide / CV ? -Real / Copies ?

That pdf is stolen from a Honda authorized shop
It's quite easy to figure out
90s twin carb (from H to T) http://www.h6.dion.ne.jp/~nori-to/re...l_database.htm Rebel = (Year) H? | (Engine type) MC06E | (Carb info is in the right side) Needle | Float level | Pilot Air | other useful info for this is engine is oil capacity (in liter) / rpm / spark plug
BTW Katakana isn't that hard
