Find a good video, and give it a try. The secrets are patience, and making small adjustments.

I don't worry about torque specifications when tightening spokes. Tight spokes are much better than loose spokes, so make the spokes sufficiently tight, but don't overdo it. If you get a nice 'ping' sound when striking the spoke, the tension is correct.

If you wish, you can loosen all the spokes, but it isn't necessary. You will make extra work for yourself if you loosen all the spokes.

Truing wheels requires patience. Make small adjustments, and expect to make mistakes. If you are not a patient individual, you won't enjoy truing wheels.

Put some anti seize lubricant on the spoke threads before you start. Also, it's not necessary to purchase an expensive, spoke torque wrench. You will develop a feel for the proper spoke tension.

I recommend the Park Tools Truing Stand. It is much superior to the Tusk Truing Stand.

You can true the front wheel in the forks, or the rear wheel in the swingarm. However, the job is more difficult. Getting the wheel radially true, to prevent the wheel from 'hopping,' is best done with the tire removed.

If you true the wheel on the bike, you need to affix a zip tie, or some other object, to the bike, to provide a reference marker. I suppose minor truing jobs can be done with the wheel mounted on the bike, but a truing stand makes this tedious job much easier, and much more accurate.

Good for you.

Tap the spokes with a screwdriver, metal ruler, et cetera. If you get a nice, metallic 'ping,' the spoke tension is good. If you get a dull 'thud,' the spoke tension is too loose.

Did you true the wheel with the wheel mounted in the forks, and the tire installed?

It is pretty difficult to radially true the wheel with the tire installed. If the wheel is not sufficiently true, I doubt weights will fix the wheel hop.

I still recommend you get a Park Tools Truing Stand. However, if you don't want to make that purchase, I suggest you remove the tire, and true the wheel on the forks once again.
