Gio battery problem?

Hi, i have an x31 Gio dirt bike and recently, the electric starter have intermittent problem.. sometimes it works and sometimes not, i checked the battery and i have found a strange things. When the starter works, the battery voltage show me 16-17v and when it won't works, the voltmeter show me 22v??? Knowing that it's a 12v battery i don't know why this voltage value appears. i plan to buy an new battery, but I don't want that things happen again :S Do you have an idea of the problem?

Where are you checking and finding those voltages ?

Do you have another volt meter that you can use?
