TBR7 exhaust weld and catalytic

I'm wondering how much of the weld can be ground down from inside of the exhaust pipe. While i have the exhaust off i thought i would also gut the catalytic. It looks like I have a small leak and thought i would just cut there. I have seen many people cut the catalytic in half. Is there a right or wrong way to do this?

For some people who may not have a welder.
muffler shops are a awesome place.
It's called a "Test Pipe"
A test pipe is a section of pipe that replaces the catalytic converters.
The muffler shop will cut your cat out and weld in a pipe to replace it.
Not everyone has a welder or 150 bucks to buy a exhaust system. So this reply is simply another option.
