Will it start ok with the kick starter but not the electric?
If so then I'd start by looking at the battery.
Will it hold charge?
What's the voltage without any load on it?
What's the voltage when trying to use the electric start?

Check Thumper's post here for battery issues

Easy way to rule out the battery would be to hook up a jumper pack. If you don't have one of those you can use jumper cables and connect to a car battery - just make sure the car is not running.

Likely the battery has too much internal resistance. voltage will be normal, but the Amp output is down, which is why the starter isn't turning.

Could also be a weak connection somewhere. Check and clean all of the contact points between the battery and starter and the grounds.

As I said, if you hook up a jump pack or to a different battery it will probably start right up.

It's a strong indicator that it is the battery. Before trying that make sure to go over all of the connections on the cables and at least make sure they are tight. The battery is generally the number one issue as these little powersports batteries don't have the longest service lives and are very easy to discharge until flat.

Just make sure the battery you connect to is not in a running vehicle. Car charging systems are way too powerful for a small powersports battery. They have more than enough power on their own to jump a motorcycle.
