Head Scratching Vacuum and Electrical diagram/explanation of a Tao Tao ATA150D?

Hey guys! So I have a tough one on my hands...

I was just given a 2014 TaoTao 150 Bull from my friend who couldn't get it to work, seems fine right?

I am missing every single vacuum line imaginable. I capped off all of the ports on the carb except the fuel intake, and setup the tank to be a direct feed with just a valve I had. The Enrichener is hooked up.

Well, If I spray starter fluid in it, it'll run for a few seconds at max throttle, and then shut off. I already disassembled the carb, and annoyingly the carb is very clean, the bowl isn't sticking, needles looked great!

At this point I think something on the electric side of the atv/carb is bad, but I'm not sure. I don't want to buy a replacement carb only to have the same issue. What exactly are all of these vacuum ports on the motor and transmission? The head has a port that provides really really good vacuum, so I assume that's manifold vacuum?

What do you guys suggest? This is my first ever ATV/vehicle other than a car/truck. Never even owned a ride on mower.
