Head set tool?
Is there a special tool that can better tighten the threaded bolt below the main bolt ink its not holding when i try to use no tool to fit the kinks in the side of the bolt. on the head set just below the main bolt that holds on the forks.

Yes, there is a special tool for that. A lot of bikes come with the tool as a part of their tool kit. It's commonly used to adjust preload on the rear shocks as well as adjust steering head bearings.

It's commonly called a pin spanner. Measure the diameter of the ring, say it's 30mm, then find a 30mm pin spanner.

If there's room, a channel lock plier would work also.

Can you give me some basic tightening rules, too tight makes steering hard, too loose give me play?

The tool is also called a "C" spanner.
With the bike supported by its centre stand or bike lift, a jack, strong box under the engine, etc, nip up that nut a little bit and stand in front of the bike with the wheel between your legs. Hold the bottom of the fork legs and try pushing and pulling forwards and backwards. You should feel some play and even see the steering head move about the frame. With your spanner turn the nut a little at the time, checking again for that play or movement. Repeat until all play is gone. Check that the steering is now free to move left and right and flop to either side under its own weight, but with absolutely no play felt by the aforementioned method. Tighten top nut to the recommended torque.
