2020 hawk dlx license plate lights

How do you access and change license plate light I had a state inspection and that’s the only thing to fail and he couldn’t figure out how to get to the bulbs and either could I for that matter he

I took it to a friends house he figured it out not a very user friendly design, plus they did leave enough wire so it made it even more of a pain it the sprocket
