voltage fluctuates 15v no lights on, 9volts with lights on?

Scoot is a typical china gy6 150cc, and it is around a year old but only under 100 miles on it. However the battery did sit without a tender most all that time. Is this likely a bad battery, even though it alone reads 12v or so when the scoot isn't running? Or should I be replacing or testing the voltage regulator?


I'm just going off what the voltage meter on the dash says. Maybe they suck?

When I flip the ignition on it's 12v before I start the engine. Seems to me even if the battery were bad the voltage regulator should be doing a better job, no?

I would take a seperate reading at the battery with a volt meter. Does the voltage with the light on stay the same regardless of RPM?
