taotao electric shock!

hey guys, picked up a used taotao 110 last weekend. after a new fuel line and filter it runs great. today while riding it the chain came off the rear. i left it running and attempted to pop it back on. as soon as i grabbed the chain it jolted me really good! any one else had this issue or a suggestion on where to find the source? i handled it well but not sure how my 5 or 2 year old would fair from a shock like that. thanks
