I suggest you contact the local DMV. They know the local law, and only they can give you a definitive answer.

I think Arizona is pretty lax. They register ATVs and golf cars.
Here in KS it is legal to ride an atv on the road. Many of the small towns you see rhinos cruising the streets up to the stores.

in Gainesville you only have to watch out for college kids. my kart has head lights and blinkers, i'm working on a brake light switch.
