I've seen stranger things. The weird bumper car club in California comes to mind, in a land where everything else seems to be illegal. Check it out:

I think Arizona is pretty lax. They register ATVs and golf cars.

Here in KS it is legal to ride an atv on the road. Many of the small towns you see rhinos cruising the streets up to the stores.

in Gainesville you only have to watch out for college kids. my kart has head lights and blinkers, i'm working on a brake light switch.
