Simple!!
The cable is rotating backwards, is the front wheel and speedo drive correctly assembled? I know this because I once had the front end of a trail bike apart, and 2 years later when I came to put it back together I got everything the wrong way round, quite easy if you have a single leading shoe brake and everything is down to nuts and bolts.

That could be the problem, Gregg. Try moving the cable drive to the opposite side of the wheel where it will be turning in the other direction and see if that will correct it.
