Help...is this an exhaust gasket?

Doing some work on my hawk and pulled the front piece of the exhaust off and this came out with it. Is it supposed to be there and is it supposed to look this good? Any help is appreciated.

Thanks. I figured if it was supposed to be there it wasn't supposed to look like a mangled piece of kaka.
