I think I would go for one of those 100cc kits and then get a bigger carb. Open up of the exhaust. 40mph should be easy then.

I swapped out the muffler, re-jetted the carb, changed to a low restriction air filter and added a performance CDI to my buddy's four stroke 50cc scooter. It easily travels at 40mph on level grade.

The 100c kit should do 40mph uphill.

The yellow taotao I worked on would do an indicated 45. I don't think it really was going 45 though. I did install a new carb on it.

The one I worked on had a catalytic converter in the muffler. Dumping that and the AIR device helps. I may have chosen a slow jet that's a little fat though; it's turned all the way in to idle properly.

That muffler looks just like the one I cut apart. Notice how the outlet pipe is much smaller than the inlet, and I bet there's a cat hiding in there. The pipe I used doesn't look performance oriented (which is exactly the idea), but it's stock on a 200cc ATV.

Yes, I'm sure not much could be easier.....it's just the idea of being out on these country roads, on this little teeny thing, where occasional cars will be whipping by at 60MPH that's kinda scary.
If you MUST be in that situation may I suggest a good dork vest?
