Yes that was a reading off the new one as well and across all the pins I checked it was the same output. After the new battery from the dealer comes in, if that doesn't change anything then the flywheel seems to be the next logical step.

Update

The new battery from the dealer has come in, but that did not resolve the issue, as I suspected. I did another output test on the stator and found that 1 pole was putting out 14 vAC at 4k rpms while the other 2 were putting out 5 vAC at 4k rpms. So it seems like the stator is malfunctioning. However stators, from what I understand,
don't just go bad out of the box. So I looked around and it seems that if the diodes inside the RR go bad and allow electricity to flow back to the stator it can burn it out. Can anybody verify this? If that is the case, then I believe I need to replace both items at the same time.

14v is still to low, depending on windings and size it should be 30+v ac. It could be bad out of the box, check for shorted windings, short to ground and impedance between them.

It depends on the rpm. 14vac at idle would be decent. I've never heard of an rr burning up a stator, but I don't think that's likely. Probably questionable QC from the factory if I had to guess.

Not on just one pole. All windings should be close in output and in resistance.
