Then the Hawk 150 sounds like a great option since on road capability isn't a concern.

I still suggest to research pitbikes since they are used by kids as well as adults. However, the 150 RPS bike should be good for growing into and keeping once older. Member 2LZ had one when they were sold directly by Hensim (and branded as such) or it was a rebranded Roketa bike. He has mentioned on numerous threads over the years that it was a great bike even as an adult. If pitbikes are not appealing, then I believe this bike is definitely worth a strong consideration as Megadan said.

I ordered an Xpro bolt off of Amazon for my 9 year old.
27” seat height, will probably last until he’s about 12-13.
125cc chonda motor, very basic, with a semi-auto transmission.

For $600 it’s way better than it has any right to be. My kid has beat the hell out of it and it just keeps on running. Well enough that I’m swapping to a 150cc Lifan motor.
I see that hawk 150 and figure it’ll be that or my RE classic for his next bike.

It has a clutch and seat height of ~32". If these two key things are OK, then you have made a suitable choice. Low tech and a substantial increase in hp appropriate for the size. And low entry price of $1000.

I think your 13 year old kid will LOVE you for this. Next step will be a street legal 250 if he wants to in a few years!

I think we know what his intended use is.
