2023 150cc CY6 motor (I think) top speed 40mph


Found a hose not connected at 1 end. I believe it's called the rocker cover vent hose. Where does it go?

If it is valve cover vent it does not go anywhere, it is for escape of condensation. Sometimes they are run into the variator cover or to the back of the motor so the occasional oily water presence does not mess up the engine.

If it is a new scooter and running as slow as you say first thing is to adjust the valves.

Second thing would be rejet the carb to a #100-110 primary jet. (they usually come with an 88-90 jet) Setting your air/fuel mix would be necessary.

Third move would be a $50 Ebay exhaust system.

That engine should be zipping up to 8K rpm and doing 60mph+ without hesitation after you break it in.
