Scooter speedo overly optimistic

One thing I noticed not long after breaking in this Wolf Lucky 2 is that the speedometer isn't very truthful. Considering what I paid for it, I wasn't banking on it being super precise anyway, but after checking it with GPS and several radar units I discovered that it is consistently a whopping 30% optimistic!

I asked the dealer about it, and he tried to tell me that it's a safety feature. I don't consider going 45 in a 55 zone with heavy traffic to be in the best interest of safety. I also found out that the maximum amount of optimism allowable under federal regulations is 15%. Incidentally, the odometer is only 15% optimistic.

My question is, how common is this, and is there anything I can do about it besides learning the multiples of 13 (which I've done)?

My Chinese scooter was optimistic too so I put on a GPS speedometer. About $18 on eBay. Several styles available.

Usually, the odometer is right on, and the speedo is 7% over the odo.
From what it looks to me, you may be running 15% smaller tire diameter tires on your bike.

It has a micro USB socket on the back and a 90° cable plugged in. I have one of these inside the plastic bodywork that is wired to 12 volts.https://www.ebay.com/itm/31496539184...mis&media=COPY

I'm running the factory size of 3.50–10.
