I got a zongshen sierra but the previous owner didn't have title or MSO.

I really needed a vehicle for work and I found the zongshen zs200gy-2. He didn't have a title but said Bill of sale would work and when I went to the tag office they said I would have to get it inspected so I did then now hey are saying that even if I Do that it probably still won't be able to get a title so I'm completely at a loss. Any tips or help please. I bought it from NC and I live in Georgia.
