Apollo RFZ DB-27 Muffler Repacking

I just repacked the muffler on my apollo rfz db-27 110cc pit bike. went I removed the core it looked like it was only packed halfway and I did not pay much attention to that. When I repacked it I followed what everyone did on youtube and cover the whole core. After doing so the bike will not stay running and it takes a while to even get it to turn over. I have tried adjusting the air screw on the pz19 carb. I was wondering if anyone else had done this and if it did it correctly. Do i need to move the new packing and only fill it in half way (that does not seem right to me)
