What used to hang here?

Just got the bike yesterday (Hawk DLX). Noticed this today - bolt through hole with weird rubber washer.
What was this for? What parts are now strewn across the road somewhere?

That is where the bracket that ties both tank plastics to the frame is supposed to be. Without it the tank plastics have a lot of flex in them and will eventually crack/break.
