I think it's up = on, down = off, but I'm not sure. The bike is brand new and I paid for the Orion full setup/run in, but the bike has a really bad bogging problem at 1/2-3/4 throttle.
I thought maybe the problem was that I still had the choke on after warmup, but the bog is still there in either position (though it's a little worse when the lever is up, leading me to believe up = on).
Also, the carb on mine is a Jingke PZ30. My understanding is that that model is a pumper carb. No?
Edit: I found a video that appeared to answer my questions: up = on for the choke, and it looks like the pumper model is the pz30b. When I got home and looked, mine does not have a pump.

Here is my carb off my apollo 250. Look at the lever and the butterfly in the carb. Choke on is up. Choke off is down.
