I thought the same thing, it could also be a Honda SL250. A friend of mine had the 250. If I remember right the throttle had dual cables and one of his cables broke when he was WFO in the dirt.

I bet that bike would of been great for filming horse running scenes ,knowing nothing about how fast a horse is I would imagine that bike should be able to keep up with them and allow somebody to move in and out of a "flock " or whatever you call a bunch of horses to film them .
I think Pete is correct about the camera mounts and it looks like they sawed off the rear fender and stuck one on the rear as well as the front .

not as fast as you might think..
horse will do 35/40mph is short bursts....
