That is possible.
Perhaps the right side crank seal is done, which would allow the transmission oil to be sucked into the combustion chamber under vacuum. I had an old Suzuki PE175 that did that, so I changed the transmission oil often (I used 20W50 to try and minimize the loss), leaned out the premix to 40:1 with synthetic two-stroke oil (vs. the recommended 20:1) and changed the plug every ride. I rode it for a couple of years that way, until a shift fork went south. It killed mosquitoes for miles when I first started it. On my old TS250, I completely stripped the bottom end and replaced the bearings and all of the seals. I also baked the expansion chamber to get rid of all of the residual oil inside. I want to create as close to a smokless two-stroke as possible.

is there any adjustment that may help such as an idle adjustment or some kind of adjustment for the oil it is oil injected so you don't premix you put oil into a separate tank maybe the choke circuit is not closing properly and the rich mixture is cause the fouls..

I have been thinking and perhaps the oil injection pump itself is just stuck wide open

Find a service manual and try adjusting the pump .

I agree. I suspect that the throttle cable splits into two, and one side controls an oil injector. It might be maladjusted.
