Bashan Enforcer / Hawk EGR?
Found this picture on the Bashan BSR Engine:
It seems the Hawk 250 is missing this line. I am guessing either an EGR line or oil cooler line? I tried to find info on the Honda CG engine but can't seem to locate anything... Edit: I checked out CSC's site and I am thinking it goes to the Charcoal Canister. Good for emissions, but a deal breaker to not go with the Hawk. It also seems the newer Hawks have the Oil Level window.

i think it puts clean air into the exhaust, so it will pass the epa tests

It's known as a PAIR system (Pulsed AIR injection system). It's essentially a passive valve system that injects fresh air from the airbox into the exhaust to help the Catalytic converter do it's job. On a completely stock bike, you won't notice anything. Put on an aftermarket exhaust or delete the cat and it can make for some pretty stupendous after fires (Exhaust popping).
Since these bikes are so simple it is easily removed without any side effects. Just have to block off the port on the head and cap off air line fittings where needed. For the record, the RPS Hawk does not have a PAIR system or EVAP system. That is one of the big reasons why it is hard to register in some states.

Yep, but why not remove the valve system and all of the hoses as well? Now it's just extra weight and junk in the way that is literally serving no purpose.

Already did that. I had the hoses ziptied to the frame so it took me some extra work to make that happen.
