I really like the flat black look as well, and powder coating would accomplish what you're after in terms of resistance to gasoline (although it's a bit pricey).

I also like the flat but textured look, so I might try spray-on boxliner. It's applied by rattle can as well, but it's a lot tougher than regular spray bomb paint.

Those silver rims and reservoir shocks look really good. 8)
