Yes. That one. Usually the needle is set to the center notch. If your bike is starting/idle fine it may not need to be moved. It is is hard to start and seems cold natured move the clip one notch closer to the point. This richens the idle circuit up. Needs less choke.
You plan with the mixture screw sounds good. Allen
