XPro GK-U02 Go Kart Hose hanging down

Hello. Wondering if anyone can help me out. Got this Kart put together and have a random hose hanging down and not sure what it's for. It's coming off of the bottom of the carb. I've noticed a few times after riding, the end of the hose is wet, but I don't see anything coming out when I start the car. Also checked if any air is coming out and I don't feel any. There's also this smaller line hanging from the air filter. Is this normal?
