Won't start tt250

Ok all you gurus...60 degrees in Pgh PA woo hoo
my 2016 TT250 just a tarp cover since I put it away in oct ish
when I turn the key to on the head light flashes for a second & nothing.
Battery at 12.8 -flicked the kill switch a few & eliminated the fuse?
no gas gage / turn signal / neutral light. i am stumped
I hope that the ignition switch just needs to "dry" out condensation everywhere . was covered in "dew" from being cold & now warmer
