Venom / Apollo 125cc Rear Brake Seizing / Adjustment

So, my daughter's new bike (Venom 125cc) is having the rear brake seize up.

I think she might be putting some pressure on the rear brake as she's riding (she's only been riding it for a few days). She doesn't think she is - BUT - the rear brake lever is very close to the foot peg.

1) How do you adjust the play in the lever so she has to press down more to engage it?

2) Can you purchase extended brake pedals?

3) Would it be seizing for any other reason?
