Total Newbie looking for advice

Hello all, I am looking at purchasing an electric motorcycle from Alibaba and was wondering if there was any way to get it titled/registered and street legal. I dug around the forum a bit but did not find a recent similar situation. The bike I am looking at can be seen here:

I have been interested in electric motorcycles for a few years now but have zero chance of being able to afford one from a major manufacturer so I have turned to Alibaba to fulfil my dream of owning one.

Would I have any chance of obtaining a title/registration for this bike in Massachusetts and if so could anyone point me to some resources on where to start.
