Kymco 90 oil strainer question

Greetings. I haven't been on here in awhile. I bought my daughter a 2007 Kymco 90 Mongoose for Christmas. The same guy who gave me the Tao Tao Brava several years back.

I guess Kymco is considered Chinese. Depending upon if you consider Taiwan a sovereign nation or a runaway Chinese republic...

The guy said the belt was slipping on this thing. After removing the cover I discovered it was leaking oil and had saturated the belt, clutch, etc.

I assumed it was the seal behind the clutch so I replaced it. Cleaned everything up.

While I was at it I decided to do some maintenance on it. On the bottom of the engine there is a screen filter that looks like a thimble. It's hard to get to due to the frame.

I couldn't get it back in. So I left it out for the meantime. I later discovered from this photo that the screen goes inside the spring. It had fallen out when I removed the cap and wasn't sure how it went back in. So that may have been why I was having issues.

Well I go on a test drive and afterwards notice oil gushing from the seal behind the secondary.

Could I have replaced the wrong seal? But the engine was not leaking that much oil before. I found a new seal from a bearing store in town.

QUESTION: Does this strainer act as an oil restrictor? This engine was not leaking that much oil before I removed the strainer. I assumed the oil leakage was the seal behind the clutch.

I'm going to have to lean this bike on it's end to get this thing back in.

I'm curious about this strainer. If it acts as a restrictor and because I removed it, it's pumping way too much oil up into the engine and forcing it out that seal. I'm baffled.
