Fuel Coming out of Vent in Vacuum Fuel Pump

I have been having starting issues with my Panterra 90cc. I thought I fixed it with a new vacuum fuel pump. It ran great, then my daughter stalled it out and now won't start. I monkeyed around with vacuum fuel pump to make sure fuel was reaching the carburetor and now when I crank, fuel comes out of the vent tube. The original fuel pump the vent tube is sealed, but the new one is open. I had a mechanic go over it last year and it ran great and has a rebuitl carb. I think my starting issues are tied to the fuel reaching the carburetor. It is very hit or miss when it starts and runs great and when it doesn't. Here is a picture of the new pump. Thanks so much for any advice.
