Uniform Certificate of Origin

Well as you know the state of Md is giving me a hard time titling this bike. They tell me I need a "Uniform Certificate of Origin". Apparently this is printed on white bonded paper with a brown fancy border. Anamcycles is telling me that I have the Original Certificate of Origin and that they do not know why Md is not accepting it. Anyone know anything about this document that the state is telling me that I need??
